Since FY2022, Pensacola's General Fund has grown from approximately $61.7 million to $80.8 million per year which is an increase of more than $19 million annually. During that same period, property values increased and City Hall collected millions in additional revenue. Rather than adopting the rollback rate and allowing residents to keep more of their money, the City maintained its millage and approved budgets that continued to grow.
Residents have every right to ask a simple question: What did they receive in return?
Pensacolians are paying more through rising property values, higher fees, and additional charges, yet many residents remain concerned about closed parks, the Roger Scott Pool closure, the demolition of Malcolm Yonge, paid parking at public boat launches, recycling fees, yard waste service, sidewalks, drainage, and neighborhood maintenance.
The Ann Plan starts with a different philosophy. Before asking taxpayers for more, City Hall should take care of what we already have. That means adopting the rollback rate whenever possible, living within our means, maintaining existing facilities, restoring reliable services, and focusing on the everyday priorities that matter most to residents. The goal of the Ann Hill Budget is simple: focus on the services residents use every day while living within our means. Rather than allowing government spending to continue growing year after year, Ann will work toward returning General Fund spending closer to FY2025 levels and adopting the rollback whenever possible.
This budget will not reduce police, fire protection, or essential neighborhood services. Instead, it will focus on spending priorities.
Take Care of What We Have
Before launching new projects, the City will prioritize maintaining parks, sidewalks, streetlights, drainage systems, pools, and public facilities that taxpayers have already paid for.
Reduce Consultant Dependence
Whenever practical, City staff will perform work that is currently outsourced to consultants, planners, and project managers.
Focus CRA and LOST Dollars on Neighborhoods, Not Consultants
Community Redevelopment Agency and Local Option Sales Tax funds will prioritize sidewalks, drainage, lighting, parks and neighborhood improvements.
Restore Reliable Services
Improve sanitation operations, yard waste collection, park maintenance, and public facility upkeep before expanding government programs.
Review Contracts and Spending
Every major contract, lease, and program will be evaluated to ensure taxpayers are receiving value for their investment.
Protect Public Access
Eliminate parking fees at public boat launches and cancel downtown parking contracts to ensure accessibility to amenities we have already paid for with our taxes.
