What is The Ann Plan?

The Ann Plan, part of the Ann Hill campaign for the Pensacola mayoral election, prioritizes putting Pensacola first by investing in neighborhoods, parks, public spaces, and youth programs, all while preserving our historic character and waterfront. This plan emphasizes smart budgeting, curbing wasteful spending and unnecessary developer handouts, and enhancing resident input on city fund allocation. By restoring our bays and bayous, supporting local businesses, and creating accessible infrastructure, Ann Hill’s vision aims to build a thriving, affordable, and beautiful Pensacola for everyone.

I Love The Ann Plan, but how are you gonna do all that?

That’s a great question! The Ann Plan works by stopping wasteful spending and redirecting city funds to neighborhoods, parks, public spaces, and essential services. By focusing on smart budgeting and transparency, we can deliver real results without raising taxes.

It’s time to use Pensacola’s budget for the people.


For more than 20 years, residents have been told that if we want basics like sidewalks, clean waterways, and safe neighborhoods, the city must first pour millions of dollars into incentives for major developments. Meanwhile, local residents and small businesses have been asked to wait—again and again.


That approach has failed. Pensacola doesn’t have a revenue problem; it has a priorities problem. We can cancel wasteful, multi-million-dollar projects and redirect those funds where they belong—back to the people who live and work here.


NO MORE:

  • $20 million parking garage at Maritime Park
  • Multi-million-dollar consultant contracts benefiting private developers
  • $10 million landscaping and “smart” lighting projects downtown
  • Cheap waterfront leases that privatize public access
  • Excessive tax abatements for new construction


It’s time to invest in neighborhoods, infrastructure, and people—not special interests.



Absolutely not—just the opposite.


Investing in real priorities like infrastructure, city parks, youth recreation, clean bays and bayous, and a strong fishing and boating industry creates a thriving local economy. 


When we fight for lower taxes for residents and small businesses, we keep money circulating right here at home. Pensacolians have paid their dues for decades—isn’t it time city government delivered what we actually want?


Pensacola is a beautiful maritime city on Florida’s Gulf Coast. So why are we subsidizing our most valuable asset—the waterfront—for private developers? We deserve leadership that puts residents first, not special interests. 


As Mayor, I will not be bound by developer favors or backroom deals. I will give the power back to you—the people. Together, we can invest in neighborhoods, protect our public waterfront, and build a Pensacola that works for everyone.


No. Ann Hill’s plan relies on reallocating existing city funds, cutting boondoggles, and ending expensive developer handouts. Residents will get better services without higher taxes.


By investing in sidewalks, parks, recreation programs, public safety, and maintaining historic neighborhoods. Every neighborhood will benefit from fair funding, not just Downtown.


She will protect public waterfront access, improve parking policies, and invest in vibrant public spaces while stopping costly, developer-focused projects that don’t serve residents.


By supporting small businesses, promoting tourism, restoring bays and bayous, and prioritizing local jobs. Smart city investments mean more residents shopping, dining, and recreating in Pensacola.


The Ann Plan focuses on repairing and upgrading infrastructure, improving bus stops, ensuring ADA compliance, and creating safer streets for residents, visitors, and local businesses.


Through city-managed youth recreation and tutoring programs, safe community spaces, and initiatives that enrich the next generation of Pensacolians.


Unlike Mayor D.C. Reeves, Ann Hill is running a grassroots campaign, with donations from the average voter of Pensacola, and is not beholden to developers or special interests. She puts residents first, ensuring city dollars fund neighborhoods, parks, public spaces, and community priorities—not backroom deals.
